Information only — not legal, tax, or financial advice. This calculator provides estimates based on the LAHD General Adjustment for 2025-26 (3.0%), AB 1482 (5% + local CPI, max 10%), and general LARSO + Costa-Hawkins rules. It does not account for every property-specific factor — including capital improvement surcharges, primary residence exemptions, recent ownership changes, mixed-use status, government-subsidized housing, and ordinances that change throughout the year. Results are not guaranteed to be accurate for your specific situation. Always verify with LAHD and consult a licensed California real estate attorney before raising rent, serving notices, or taking any action. How LA Rent Control Actually Works

Three regimes, three different rules.

LA rental properties fall under one of three buckets. The calculator tells you which one — here's what each means.

LARSO

LA City Rent Stabilization

Applies to multi-unit residential buildings built before October 1, 1978 in LA City. Annual cap is the LAHD General Adjustment — currently 3.0% for 2025-26.

Rent can only be raised once per 12 months. Just Cause eviction applies. Owner must register the property annually with LAHD.

AB 1482

California Statewide Cap

Applies to most multi-unit residential properties 15+ years old that aren't already under a local ordinance. Also covers single-family homes owned by LLCs or corporations (the Costa-Hawkins LLC trap).

Annual cap: 5% + local CPI, max 10%. Just Cause eviction applies after 12 months.

Exempt

Market Rate

Newer buildings (under 15 years), individually-owned single-family homes and condos, and certain owner-occupied properties are exempt from both LARSO and AB 1482.

You can raise rent by any amount — but you still owe proper notice (30 or 60 days) and the rest of California landlord-tenant law still applies.

The calculator gets you 95% of the way there. We get you to 100%.

Most of the LA owners we take on had no idea their building was even RSO — and were over-collecting illegally without realizing it. A real compliance review takes 10 minutes and tells you exactly where you stand.
